Policy Committee
CEMR is a representative and political organisation of local and regional governments in Europe. As such, it is headed by a Policy Committee, which is CEMR's main decision-making body, composed of representatives holding an electoral mandate within local and regional authorities. It generally holds two meetings per year.
Its composition
The Policy Committee is composed of over 170 local and regional elected representatives, nominated by national associations and national sections, as well as members of CEMR, for a three-year term. Its composition is based on national representation, ranging from two places for states of less than 100,000 inhabitants, to eight places for states with a population of more than 75 million. In order to ensure balanced representation of both genders, national delegations must respect a minimum proportion of 40 % of each gender.

Its functions
The Policy Committee decides on the main policy lines. It approves, among others, the budget, the annual work programme and the admission of new members. Its functions may be presented as follows:
- To provide a political forum for CEMR members in order to debate current political issues;
- To constitute a political governing body for the CEMR;
- To provide a platform for the exchange of information, best practices and current issues.
